Rule 60
Council may be dissolved

(1) The department may dissolve the Council in the following cases:-
(a) If the Council does not approve the management plan or does any act contrary to the approved management plan,
(b) If the Council does not or cannot fulfill its work, duties as per Rule 11,
(c) If found to have embezzled money received from the Council and funds of the Council,
(d) If two-thirds of the total number of members of the council make a written request to the department to dissolve the said council.
(2) If the council has to be dissolved according to sub-rule (1), the department shall disclose the reason for the dissolution of the council and give a chance to clean up within thirty-five days.
(3) If the cleaning demanded as per sub-rule (2) is satisfactory, then the council can be given an opportunity to improve its functioning. However, if they are unable to fulfill their responsibilities even after giving them the opportunity to improve their performance, or if the explanation presented by the council is not satisfactory, the department may dissolve the council.
(4) After the dissolution of the council according to sub-rule (3), a new council shall be formed by following the procedure according to this regulation.
